Japanese Eggman pretty much did do this didn't he? In the original games you destroy the robots to free the animals and the E-series has the flickies, this just made it so you couldn't save them afterwards

American roboticization, even in the more comedic stories, was pretty different.
Eggman used animals as batteries: he stuffed em into a caterkiller or crabmeat or whatever because he couldn't be arsed to buy batteries.
Robotnik TURNED animals into robots, stripping them of all their free will but leaving their consciousness intact. And in most continuities he managed to do it to something like seven eighths of the planet.
Imagine being a robot in an entire city built to serve one fat narcissist, aware but unable to do anything as you hunt down the other thirty people on Earth to serve him until he dies, at which point you're left in a metal strait jacket for all eternity.
