Doll shoots somebody, maybe an Owl. The Owls are displeased about the Crime Bible. Everyone ends up arrested. It turns into The Usual Suspects. Her characterization looked promising at the start as she's struggling to be a normal functioning adult while in the body of a child and struggling with being recognized from her old dead acting career, causing her outbursts of violent rage. Her relationship with Croc was thin and barely explored beyond a "we are different from other people" line, and their crimes, although praised in the papers as a big deal with her as the brains of the pair, turn out to be super simple smash and grab thuggery when we are actually shown them in action. Took her from a vengeful child star to an actual bank robbing criminal. Instead of Batman understanding and trying to sympathize or reason with her, Batgirl just kicks her into a wall and then expertly diffuses an overloading nuclear reactor, though it's also curious how Baby Doll knew how to trigger the meltdown in the first place. Could have had another somber moment of her realizing her psychosis drove her to making a mistake, but its ruined because she was legit robbing banks and committing random crimes. It's like they had the ideas, but couldn't be bothered to put them into a coherent script

Shirley Temple wasn't exactly a household name in '94 either.

She was for people Paul Dini's age.
And there were commercials for her work on TV when I was a kid

Dini's parents, not Dini himself. She's a visual reference, but nothing about her is actually based on Temple herself. It'd be like saying the Joker wouldn't go over well because no one remembers Conrad Veidt. Her show references the Brady Bunch, and Dahl herself is more closely patterned on Anissa Jones.

I dunno I think it's telling that shows written by folks Dini's age were full of Shirley Temple pastiches, but it's like completely died off now.

I can't think of one from less than 10 years ago.

We need art or stories where everyone grew up except her. She still wants Bruce/Batman but Batman of course rebuffs the advances, not because he thinks it would make him a pedo but because it would distract him from being Batman. She decides to be the next Robin like sidekick except named after a Greek bird of prey or something. She still maintains almost all of her strength and powers. How would Gotham criminals react to that?
