What I really like about those issues is that Kitsune did not limit herself to stealing and actually did something good (saving Usagi) and that she actually had to use her wit and charm instead of Usagi's swords to get out of trouble. This is the best she has been written in years. She seems more charming than a jerk, like it alwaysbshould have been.
But Kiyoko officially becoming a more skilled pickpocket than Kitsune is the highlight of the story. People tend to miss that detail.

Yeah, the fact that she actually refuses to steal from the dead and is credible about her disgust with it also has a much better ring to it than the "herp derp, this house is full of loot but I'd better steal what that ninja's stealing anyway" thing with Chizu where she just comes off as a retarded no-reason troll.

I think sometimes Stan makes Kitsune and Kiyoko way too greedy and much too willing to abuse Usagi's friendship for achieving their goals. In this story even the stealing of 'The Jitte!' seems playful, because the thieving duo does not cross the line - they actually help with the problem at hand instead of being a part of it. On the other hand we have The Thief and the Kunoichi. I like that story a lot, but apart from one or two scenes with Kitsune and Kiyoko being clever and funny, they spend all the time actively trying to get killed either by the mob or the ninja like a pair of suicidal morons. Most of the appeal of the story comes from Chizu being constantly angry at them and not taking their shit.
tl;dr Kitsune works fine as a charming thieving asshole as long as her thieving is not causing all the problems in the story or it actually helps solve them.

That is almost guaranteed. I wonder if it opens way for Usagi/Batman (or other) crossovers. Recently the Turtles have had one every year (they are pretty good!), because those made them appear in the Injustice 2 game and there's even an animated movie coming out soon.

This is how I interpret what has happened.
DH has been struggling with worsening sales for some time and had quite a few internal problems to boot - for example, did you notice how much behind they were with Usagi Yojimbo TPBs? They only caught up because Stan stopped working on the main comic for almost 3 years. Their only good idea in the last 10 years of publishing Stan's work was releasing the Saga books. So when Stan recently got to work with IDW, he saw how work looks in a much more functional company than the one he was used to (shocking, since we're talking about IDW, a publisher known for it's many problems), which was also open for his terms as an independent creator. After the crossover, The Hidden storyline got renumbered by DH as issue #1 to boost the sales in a last ditch effort to keep Stan from changing publishers (he himself diplomatically called it "a gimmick"). It apparently did not work as well as DH hoped it would, or maybe Stan knows a lot more about DH problems than we do and decided to leave anyway, because now we're getting Usagi in color from IDW. Apparently Gen and Sasuke will be the first familiar faces to appear. Unless IDW goes down as well - they had a huge financial loss in 2018 and the future of the entire company is very uncertain...

Dark Horse is bleeding properties in general. Counting only the biggest ones, they lost Star Wars to Marvel when Disney bought Lucasfilm, then Alien and Predator are temporalily in limbo after Disney bought Fox (those most likely will also go to Marvel), Hellboy and BRPD are ending and now Usagi went to IDW. They have almost nothing left.
