DC's speedsters work the same way, especially in the neg speedforce, but if it was actually true neither Quicksilver or Flash would ever be surprised by anything ever. Every threat would be seen, heard and reacted to.
The truth is while they technically can writers always forget, omit or generally ape the ability. I mean, if they really could react there wouldn't be any danger or threat to their safety and the reader would quickly grow bored of an untouchable unbeatable hero.
