In-Universe acknowledgment of her "assets" should exist, and the character would have to fit in one of these tiers: Tier 1: Breasts that rival Power Girl's in size and notoriety. Tier 2: Ass/Legs/Hips that rival Power Girl's breasts in size and notoriety.
I was going to throw in that the Marvel character should be as well known as Power Girl, but that's just asking too much at this point.

In terms of artwork and the glorification of the almighty tiddy, Emma Frost is closer to being the power girl of marvel. If you are strictly speaking proportions and not costume design, then probably pre-Captain Carol and currently... I dunno. Nobody.
Shark Girl seems to be the only girl that can get away with generous proportions in modern marvel, to the point that X-rays of her are drawn with ungodly wide hips.

Well, how much of that unique-ness of Power Girl translated from outside, to within the comics themselves? Sure, they all had the same big tits drawn on them, but with Peej it was how she was drawn putting those big tits on display. Kind of like with Emma it wasn't her body, it was how the character was being portrayed. The readers took notice, and then time did its thing, and it just made its way into the comics that all the people in that universe know and comment on how Brobdingnagian this one superhero's tits are. I don't think Marvel ever had that happen to one of its own.
But I do have to agree with she's the closest they got.

I dunno, the pessimist in me says she'd get a cameo at best. If they want younger characters/students they have a lot of minor characters to pick from, and a ton of them rely on brute strength. Being able to breathe underwater is pretty much only going to be useful in a Lego game.
Realistically speaking, for brute strength student characters I'd expect Armor and Rockslide.
Also keep in mind X-Men Legends 2 had like 18 non-exclusive characters. So if I was gonna make a list, today, about who I expect to see... Well, unless she's a developer's favorite I wouldn't expect her.

Even beyond that. In all of a handful of comics, Power Girl has a distinct personality and it was very popular. Outside of that she's trash. "Larger boobs than normal" is seen as a wild deviation from the norm in terms of visuals when it's not even well expressed in the art most of the time. Superhero comics don't need to have token characters all over the place, but the people cranking out more and more fodder should really try to at least bother with something a bit different. Nobody's gonna care about Diana #249823 or Kara #0945304, or god forbid another fucking Jean Grey. There's no one Marvel character that's known in-story as being canonically The Biggest. She-Hulk, Emma Frost, Scarlet Witch, Black Cat, and Carol Danvers back when she was Ms Marvel are all supposed to be bigger than most because how big they are has been acknowledged in stories by other characters.

i think back when 52 was happening, they came out with a new "worlds finest" which was PG and the OG Huntress that was batman and catwoman's daughter. In that they seriously toned down PG, dropped her down to like a B-cup, put her in a full body suit, etc. However, I get the impression that PG fans absolutely rioted, because as the series went on she slowly went back to normal and later on she was back in all her glory. connor's writing the HQ/PG comic certainly helped with the restoration.
