Besides mind control gadgets and potential for great mindfuck scenarios even more inventive than Scarecrow's, the TAS Mad Hatter brings a great touch of melancholic whimsy to Batman that the other rogues, who generally veer more between the maniacal or the tragic, don't. He could be pitiable, romantic, sympathetic, creepy and lovable in a way all his own, and while most of that is because of Roddy McDowall's excellent performance, the writing on his centric episodes goes a long way to making him stand out too. He is a really wonderful character.

Mad Hatter is an untapped pool of potential that most Batman writers have instead decided to regulate him as weirdo/pedo/joke character instead. Jervis is all about escapism, choosing to avoid the harsh reality we all live in, and there's a shit ton of things you can do with that. People try to escape every day; drugs, books, movies, television, video games, gossip, social media, and so on. But more importantly, Jervis represents what Bruce does every night when he dons the cowl. Batman is Bruce's own escapism, his childhood obsession finally manifested. Batman is a power fantasy to both Bruce and reader alike, so why the fuck don't writers exploit this with The Mad Hatter? You could even argue that Jervis's obsession has a double meaning; forcing people to be his slaves to fit his childlike fantasy, and perhaps a belief that he's doing these people a favor by giving them each their own "Wonderland" to escape to.

Apart from the mind control and style, he's probably the Batman villain who's legitimately craziest.
And also, depending on the version, Hatter is one of the only villains who doesn't really care about Batman's identity.
