Looks like the Russo's interpreted Carol's character as being cosmic and always away from Earth but they didn't have the Captain Marvel script when that happened. Also Feige made it seem like Carol's movies will be prequels that will only cover the decades she was away from Earth so chances are we won't get Carol in anything present except in cameos or in team up movies (probably Avengers).
