It ties into the same reason why writing a good Riddler story is hard, or why Batman's detective work always boils down to gadgets and punching people: they are hard concepts to write, and most comic book writers are either failed novelists or screenwriters with only a basic understanding of writing. You'd have to get a legitimately good comedy writer to do a good, modern Joker story where he's more than just SOCIETY and MOMS GONNA FREAK.

I don't like the "Laughing Fish" either, "Batman: Strange Apparitions" is pretty outdated entirely. The best story in that entire thing is the Hugo Strange one. I do agree about Joker's entire thing is being a clown so he should do joke related crimes. The same thing happened to Black Mask in which his thing changed from masks to torture, even though Black Mask's original stories weren't that good either.

I remember seeing someone mention that the best Joker renditions are the ones in cartoons aimed at youths. Since writers can't lean on edgy ultraviolence and social commentary as hard, they have to actually write a funny Joker and work in the creepiness from there.

There's just a really good sense of comedic timing to Chucky's quips that mitigate the general horror of whatever's going on around him. The franchise's comedy works because of the near-expert timing, and that's also what makes the Joker funny even when he's doing utterly horrific shit. Comedy is a lot like music, you have to get a feel for the rhythm of it.
