I feel like Black Adam would be more boring on JLDark than on JSA. Anyways, My JL: Dick as Batman. He can still be Nightwing elsewhere but he can be the Batman of the league while Bruce deals with Gotham and whatever else. You also have the benefit of having a Batman on your team who isn't a paranoid fucker. Superman - You gotta have Superman. Wally as Flash because Barry is as dull as a doorknob. Hal as Green Lantern because it allows him to do things on Earth while also going into space to appease the Guardians. I'd have Vixen as the token female member rather than Wondy because she has an interesting powerset and it' not like she's doing anything else. I don't hate Aquaman but I want a team that's different than the core 7 without being too wild so like in Young Justice, Arthur can focus on being king. For the same reason J'onn is off the team for Red Tornado because he feels decently underrated. Hawkman will be the 7th member because he has a lot of story potential with both lore and being a battle ready archaeologist. I'll toss on Atom for spare thinking power and as a foil to Hawkman.

Adam was great when he was on the JSA but I'd rather have Billy hang out with those guys and be with Stargirl again. Billy deserves to be the "Superman" of SOME team. If I didn't have Kara on the JLA I'd have him there instead.
Adam and Zauriel's banter would be great, plus you get to have Constantine making all kinds of jokes about wanting Daddy-Adam to plow him that completely go over the dude's head.

I chose Etrigan because of the Jason Blood side of him and think it would be interesting to have him just turn into Etrigan at times and have Etrigan be a dick and not work with the team. The other British league member I could think about is Manchester Black, but I only like him in the original context of his story.

Batman does NOT need to be on ANOTHER fucking team. He gets literally all the teams every time. Just rebirth, and onwards alone has had him in 2 different Justice Leagues at the same time, his Outsiders, his Tec team from Tynions run, his new Detective Guild, and even his own Suicide Squad at one point. He's not even fucking magic related. That's the whole point of JLD, I barely accepted Man-Bat as an acceptable member.

I would make the JLA a true League with over two dozen members. Being offered a spot at the round table is the sign that you're nationally recognized in the superhero community. Not every known hero is accepted, you need to have a lot of experience and respect and prove that you're a team player and a role model for other heroes.
Members who have their own books show up sporadically because they have their own things going on and only need to be called for major emergencies. The mainstays on the Watchtower would be guys like Elongated Man, Red Tornado, Martian Manhunter, Ray Palmer, Zatanna, Hawkgirl, and recurring guests would be ones like Captain Atom, Vixen, Booster Gold, Firestorm.
The goal would be to have a home for characters who have lots of fans but probably can't support more than maybe a 12-issue solo run, while also getting to place them next to the big names like Batman and Wonder Woman to expose them to readers who maybe wouldn't have ever heard about them otherwise.
