The Cluster are robot nationalists who had their own world established following some wars. They seek to liberate robots from mankind since they believe they're treated like 2nd class citizens. Jenny is an exception who fights against the Cluster and herself seeks to fit in with human society as an equal instead of living by differences between robots and humans and joining the Cluster.
The thing with the Nazi salutes and warped Star of David are indeed in reference to the Nazis claiming to liberate humanity from the Jews, but the Cluster home world is like Israel with its nationalism arising from a persecution complex. To put it short, the show essentially as an anti-racist/nationalist message. The Wizzly World episode is basically Jenny realizing this for herself.

One thing I never got is how the Cluster have been causing trouble for Mankind for thousands of years -- at least, Vexus is that old -- but humanity doesn't seem too different in MLAATR as it is now. That is, there's no real indication ancient man had robots. What even happened for Earth to be put on the Cluster's radar in the first place?

They had the chance to make her a "dethroned, therefore an even bigger threat" villain, but instead just made her a "break the woobie." If the series had continued, I think that Vexus would have ended up living in Dr Wakeman's basement with the XJ sisters.
