It would honestly be a miracle if he's never caused any innocent motorists to not get injured when he tears around in his rocket car.

No matter how good his reflexes are, no matter how good his navigational system is, he still can't control how other drivers will react to him tearing through the streets. He must have caused a few pile ups. There will be people injured because of him, there will be other cars damaged because of him and there might even be a few people killed on the road because of him.

You could argue that Batman is always facing an even greater threat, but that would be little comfort to the people whose lives are ruined over a traffic accident who have nobody to turn to for compensation.

Gotham is cursed, there's really nothing that a normal human can do about it.
