Magic Council being afraid of the courtship is now up in the air because they have conflicting reasonings, either they're keeping monsters from magic (which Toffee showed why that's important) Globgor is evil (which may have been Rhombulus just causing paranoia, not unwarranted) or because mewman/monster hybrids may be insanely powerful magic users since Monsters are are natives to Mewnie and mewmans come from unknown parts but seem tied to the light magical realm.

A lot of the spells are very dangerous or involved mind control and other rather dark elements. He was created to guard magic and guide the Queen's, having that shit laying in the open rather than reserving it for someone who can handle it would be dumb. Destroying the knowledge would also be against his general nature, as he seems to actually like Eclipsa and erasing something from the people he was created to serve wouldn't make sense either.

Shastacan was given many chances. Eclipsa really wanted him to love her (and that's why she desparately read his mind while dancing to see if he noticed how she had dressed up for him) but Shastacan was driven by his power thirst and lost everything Eclipsa gave him for it.

We learned nothing about the merpeople, the pigeons had a throwaway line about them killing an entire kingdom's inhabitants and taking it for themselves (can't bring this up again though because non-Mewni people doing evil things is problematic and racist), the Ponyheads are naturally shit (the dad could've been an exception but was never really utilized and his friendship with Rivers dropped), the Lucitor Cuckshed seems gimped on what they can do because Disney doesn't want them depicting it as an actual Hell... the others either didn't appear or were irrelevant. If you notice, they acted according to her status 'til the very end. Olga was a robot who trained princesses to be perfect ladies and that's why she was chosen to raise Meteora.
When Heinous became a teacher herself royal families considered her a top tier educator for centuries and the MHC never interfered with her job. Mina wasn't even alowed to harm her unless she found out the truth.
In the end, the MHC doomed themselves by sending Meteora away. With such a powerful caster, no army would have been needed to win the war.
