The whole story of the movie hangs on the plot point that everyone's an animal. It wouldn't make sense if everyone was just a human.

The plot of the first movie was however about some person trying to capitalize on the fear that the majority has over a minority. It's quite universal.
You could easily adapt the movie by replacing prey and predators with humans and robots, or people of this religion and culture vs. those others having that religion and culture, or social class involving the rich vs. the poor, and so on.
This. You need animals as standins for race/sex/whatever when you make a story about a 'you can be anything you want' (as long as society approves) moral.

Yes, the racial allegory is obvious, but using actual races would mean that:
a) The movie would get boycotted, and;
b) There's not enough human races to fulfil every stereotyped role in the movie that are easily identifiable
I mean, which (human) race are the office workers? The police? The street criminals? The mafia/gangsters? The predators? The Singers and Dancers etc
Can we talk about how Zootopia is an advanced society with scientists and all that, but they were somehow unaware of a common plant that is capable of turning any animal into a rabid savage? How is this plant available at the flower shop and yet they don't know it's so dangerous? I assume the people collecting this flower for the flower shop would be experiencing some of its effects?
This thing really stretched my suspension of disbelief. I understand the scene where Judy beats the rhino in a boxing match because she sort of uses the rhino's strength against him and yeah, it's a kids movie. But this plant business is really dumb.
Also why the hell is cop Judy making friends with a mobster? That's a pretty big red flag.
Unless there are huge swaths of untapped furries, Zootopia did just fine on its own without the fetish fuel.
Perhaps its effects of turning animals into crazy people was just found out recently. Not long enough for it to become common knowledge.
The "nudist" retreat felt pretty pandering to furries.

Judy's parents tell her that her uncle ate one when they were kids and went nuts. And these farmers are aware of how dangerous the flowers are because they tell the kid bunnies to stay away. I mean they use the plant as a bug repellent so they know what it does.
I understand it's not really that relevant because it's a kids movie and they just needed a plot device, but that's pretty weak.

It's premise was inherently rooted on being animals. That's a pretty hard question to answer unless you offer an alternative of how it could be taken, in which case you've probably changed the whole movie
