I think they're talking about villains as main characters in general being misunderstood somewhat anti-heroes, like they did with Maleficent, the wicked witch of the west or what they try to do with Harley from time to time.
I think it's more a trend that happens to a lot of modern villains, both male and female so I don't mind it that much.

In Carmen Sandiego's case, making her an anti-hero isn't really a new thing. In the 90s cartoon, she was a former detective who was so good at her job that she got bored and wanted something more challenging. She was constantly flip-flopping between stealing shit to see if the heroes could solve her riddles and giving them hints to help them catch other villains. She was mostly harmless as long as the heroes were smart enough to keep playing with her.

There is also the fact that Carmen has always fallen into the "gentleman thief" archetype since her conception, which is far more likely to be antagonistic rather than outright villainous.

She was outright villainous in her conception, during the original computer games and game shows. The 90s cartoon was where they first tried to make her sympathetic.

i watched this at weekend. The start is pretty slow, but it gets much better after a couple of episodes

As a person who never watched or played the Carmen games, I did enjoy the show but I found to be routing for Chase more than Carmen because he was struggling more than the hero.

I hope that was intentional. Chase is pretty fun.

Chase can be a badass. Heroic Will Power: He's able to initially resist V.I.L.E.'s mind-reading machine by loudly singing the French National Anthem; and even when he can’t resist any longer, he's able to use Exact Words to bypass giving them what they want.
Hidden Depths: Despite his recklessness, he's far from incompetent as shown under the proper circumstances. He's able to resist V.I.L.E.'s mind-reading machine initially and is smart enough to activate his A.C.M.E. pen after Carmen frees him so the Chief will see him in danger, ping his location and send a rescue party.
