They are villains. It's kind of normal to them.
Toffe was easily the worst case of this bunch, they clearly dropped several things about his character

Azula did not get the short end of the stick, she was a crucial character for most of the show. You're just upset that she didn't get positive development and got a redemption story or some dumb shit.
No, user. The only character here who has this is Jasper.
Pacifica is a bratty preteen who learns not to be in fear of becoming like her parents.
Azula is a legitimately horrible person who constantly gets what she wants, and by the end of the series goes insane and gets what she deserves.
Toffee is a megalomaniacal villain who wants to take control of the Mewman Empire (or so I think, it's not actually clear what he wants to me)
Jasper is a warrior created to avenge the death of her leader who faked her own death, and turned out to be the main enemy she was fighting the whole time.

Not him and I didn't watch the show so I don't know if that's actually what he was doing, but removal of the class system is a necessary part of Communism by definition
Jasper was shelved for actually decent reasons (being a jibbering monster and all) and seems set on returning soon. Out of all the characters there she was probably treated the best. Then I'd say (from what little I know of the others), Pacifica, Azula and then dead last Toffee.
Why are Pacificafags still fucking mad? She got plenty of screentime and character focus in comparison to any of the other side characters who aren't Pines.
I’ve been re-watching Danny Phantom recently and man did Valerie got the short end of the stick.
Season 1 was literally the best of him, it saddened me a bit that they went with the dark route with him.
His way of talking and doing things were so different than the rest of the characters that made him stand out.
He even managed to get what he wanted without violence, in a show about a princess fighting monsters.
The fan-comics about him being friends with Moon in the past made me a softie about his role, so as you can assume, i was expecting him to be redeemed and have more dialogue and interactions with the characters.
Sadly, it didn't happen.
And look, 9 episodes are so much for a writer to give a satisfying finale, but it's the writers of this show that we are talking about, so, be prepared for anything.

Ludo had it worse than Toffee. He got a season worth of development. An evil version of the hero journey. And for what? He became even more pathetic than he was in early S1.
Both Toffee and Ludo were way too good for this show.
Totally deserved it.
The story of Azula's decline was satisfying and entertaining. Given how incompetent Bryke have been on their own, their "intended" ideas don't really amount to much.
Why did they make her so ugly?
Jasper had a good arc as an antagonist, is one of the better written and more complicated characters of the show, and is confirmed to have a redemption arc coming up. She only stands out as being treated unfairly because the show tends to give other characters a pass out of facing consequences for their actions, but she is put through the ringer because she is intended to be more tragic and self destructive compared to the rest of the cast.
Azula had a well written character arc, got a lot of screentime, and was a badass. She had to be stopped and it's not like she got killed or treated unfairly, she is one of the most well revered villainous characters in cartoon history.
Pacifica wasn't originally intended to be that important by the show's writers but still was given the most focus and development out of all the side characters.
Toffee had potential but never did much or became anything more than a one dimensional keikaku planner villain so his death was meh for a show that's all around pretty meh.
