The redesign actually does a good job breaking that up. More leg-room, that clever incorporation of the lightning motif with the diagonal cut, the shoulder design broken up.
But then it goes and feels the need to make the lightning two inches thick over her suit, add a completely needless cuirass and plaster everything with those pointless off-set lines (only word for that I ever heard was "future kink" because they litter scifi design), add cluttering detail and what must be several pounds of blade on the scarf's tips.
You could easily integrate them by just removing the clutter from the revamp and streamlining the color scheme.

That's the thing: she doesn't have a limit like other shapeshifters do. When she grows, she actually generates her own mass and becomes proportionately stronger, and this was established in her very first arc long before they decided to actually explain it.

I don’t see how the method of her shapeshifting compares to the limitations of how good she is at that.
Also numerical limitations mean absolutely nothing in a drawn medium, especially with a growing hero whose capabilities change all the time.
What is important is that she can freely manipulate how tall and what shape she is, which requires effort relative to how far she deviates from her base shape.
Which is important insofar as she does not use Pym particles and cannot indefinitely wear someone else's face.

Marvel has stated that they want Ms. Marvel in the films. This would of course be sold as 'the first Muslim superhero movie' similar to how Captain Marvel and Black Panther were sold, and what they're planning with Shang-Chi, etc. The problem is her current costume is immodest by Muslim standards. Most of her face is showing. This new costume covers more of her face and acts like a hijab, as well as covering up more of her body than her current miniskirt over tight leggings, so Kevin Feige and co. don't have to worry about having a fatwah declared on their asses when the movie comes out.

It's about the quality of writing.
Yes, it's a comic book.
But if horror movies can and should establish limitations and abilities for their fictional characters, we can expect comic books, to do the same.
And if they choose to have a science-ish explanation for how she can go big and heavy or small and light, that's cool.
It opens new venues to maybe explore later.
And it is of vital importance to have the reader have a concept of what she should be able or unable to do in order to have immersion.
We "know" Kamala cannot shapeshift a laser pistol and shoot you.
We have an idea that maybe she could shapeshift something that looks like one, though.
And we now "know" that there can be shenanigans where her Unlimited Kamala Works comes in.
We also definitely know she does not use Pym particles.

This really isn't about "uhm ackchually", it's about how you build a character with superhuman abilities without becoming arbitrary.
And that is not by introducing random number limitations like you're a first time shonen writer, but by keeping things consistent and progression gradual. And as X-Men have demonstrated, it's often much easier to go with the concept that is easy to understand and depict rather than an exotic concept that is hard to visually convey and keep distinct. That is to say: "Just make it a laser, not a weird ray of concussive force that somehow is stopped with red glasses."

The hijab is supposed to cover the hair, not the face. That's why some Muslim girls cover their hair, others cover their hair and their face, but none of them run around in a mask that covers their face but leaves their hair exposed.

I don't see the big deal about Ms Marvel's skirt. Emara's is about the same and her show was made in the United Emirates without controversy.
