It randomly picks a "worthy" candidate from 7 billion people one at a time and you want it to choose the 8 year old with serious issues?

Bruce is less qualified than probably every normie kid out there. Billy is not only less fucked up but also had the advantage of the Wizard being desperate to find a successor. It was pretty clear in the movie that Billy only proved his worth after the fact

If the spell seeked out people who could fail the test, then clearly it was no looking for people who were worthy. It would be like giving applicants an online test and then giving them the same test in person.

So sometimes he is an alien, other times an Egyptian other times an archeologist and in the lastest version the figment of the imagination of her wife who is also reincarnated made flesh by the brain of a powerful martian making memories real. And the wife is two people.
