Black Panther only got his comic in 2016, the month Civil War came out. Marvel didn't push him anywhere near as hard as Carol. Gotta make that Carol push pay off, though.

From what they were saying around the time of Age of Ultron, Joss Whedon had really wanted to put Carol in since Phase 2 and make the saga shift to revolving around her.
Depending on which interview you look at Feige was either against having her at all, or was against having her show up at that stage in the story.
Given how much he pushes her now, he's either really good at pretending to be excited, or he was just as into her as Whedon, just with a handful more patience.
