OP I was on the toilet and thinking, after breaking the idea of Batman to its fundamentals, if you were a real mega-billionaire like Bruce Wayne and wanted to make a real difference, wanted to punish criminals and help the poor/weak, you'd be a lot more effective as a holder of political office or go Bill & Melinda Gates Foundation style. Wouldn't philanthropy serve better than fists? Batman knows that he can't be Batman forever, so wouldn't a long term plan like this make more sense?
Anyway long story short just do a comic where he becomes the mayor. Imagine the hijinks! The Mayor is Batman!

A story where he runs for president would be great. I think there might be some interesting dilemma relating with running a Gotham/America first style policy of pseudo economic nationalism. Though I doubt the writers would have the guts for that shit.
