OP I was on the toilet and thinking, after breaking the idea of Batman to its fundamentals, if you were a real mega-billionaire like Bruce Wayne and wanted to make a real difference, wanted to punish criminals and help the poor/weak, you'd be a lot more effective as a holder of political office or go Bill & Melinda Gates Foundation style. Wouldn't philanthropy serve better than fists? Batman knows that he can't be Batman forever, so wouldn't a long term plan like this make more sense?

A story where he runs for president would be great. I think there might be some interesting dilemma relating with running a Gotham/America first style policy of pseudo economic nationalism. Though I doubt the writers would have the guts for that shit.

One issue in Mike Barr's run had Bruce teasing to run for mayor, but it's a ruse anyway.

This. Hell, the only reason he doesn't donate his bat gadgets to the GCPD is because of the rampant corruption. That aside, he's always trying to reform villains and build up the slums to something better.
