Why are Catwoman and Elektra still widely cited as the all-time low point of superhero movies as a genre, but Steel is so seldom mentioned or even remembered?

Being forgotten is worse than being hated.

Gonna go out on a limb and say it's partly due to much less promotion around it. The declared budget was only like 19 mil. Elektra followed a highly marketed flop, Catwoman was a failure that they forced an award winner into.

Because Steel was a barely-promoted, low budget failure released during an era when superhero movies were on the downswing and was eclipsed by a far more high-profile failure in the same year with Batman and Robin. Catwoman and Elektra were high-profile failures made when superhero films were in the upswing again and often cited as the central reasons why female-lead superhero movies were basically non-existent until Wonder Woman's release over a decade later.

Because SHAQ DADDY! You can't hate the Shaq. And probably because Steel was a relatively unknown character that had only been around for a handful of years when the movie came out. He still remains a fairly small character today. The other two had actual actors in the parts and actual expectations.

It's older, it was never really relevant (coming out the same year as B&R and Spawn) and nobody should really expect anything from Shaq and a director who's biggest credit was creating a rule 63 Billion Dollar Man.

Steel wasn't as bad as Elektra or Catwoman.

Though I should note that, discredit where it's due, the film's catastrophic failure along with Batman and Robin killing that film franchise did lead to DC not making any movies for years. They only wound up trying again in 2004, and the direct result of that was Catwoman, and didn't get their credibility back until Batman Begins since Catwoman was also a huge failure.

To be fair, Steel probably had the best TV depiction of the Oracle. Even though nobody called her that, it was blatantly obvious what kind of character they are ripping off.

It's cheesy but kind of acceptable as a sunday movie on TV for kids.

I don't think there's a Superhero movie that couldn't work if you just handle it properly. If it's ridiculous, make it ridiculous. Play into the camp. If it's serious, treat it seriously.

Now whether or not the DCEU would actually do that is another question and the answer is no.
