Eddy's parents were clearly abusive. Eddy's brother didn't have the escape Eddy did in hanging out with the other Eds, so his anti-social personality traits could fester without anyone holding them back. Eddy was more tethered to reality due to his friendship with the Eds and his relationship with the other cul-de-sac kids. Eddy's brother grew up with no friends in the neighborhood.
My take on Eddy's Brother:
Eddy's Brother caused a lot of trouble in the cul-de-sac growing up. Eventually he messed with the law. His parents were able to settle things and just barely avoided a lot of public humiliation. This was the last straw and his parents kicked him out.
Living at the amusement park with no friends or family made Eddy's Brother realize how unloved he was. When Eddy came along in the movie, Eddy's Brother realized that his younger brother was about to walk down the same path as him and may end up even worse than him. Not wanting his little brother to end up like him, Eddy's Brother took on the role of an asshole to unite the kids against him.
Slammed Eddy so hard his body jumped by the force.

Eddy only idolized his brother cause his bitchy parents wouldn't shut up about him. He saw him as a middle finger to them.
Yeah. To a kid like Eddy who is looked down on by the rest of the cul de sac his brother probably seemed like a rebel and a badass when he was really just a loser and an asshole.
He's floating in the air like the bad ass anime movie boss he is. He's the Broly of Ed, Edd and Eddy.
I gotta see this movie, I watched a lot of EEE growing up but I don't think I ever caught the movie.
Basically
Eddy's Bro was the Monster of the Cul-de-sac. Probably did some crazy shit and fought a lot since pretty much all the kids were afraid at the mere mention of his potential coming.

Well, yes, but this instance is like a dark twist on that old trope. Especially in a show known for slapstick and physical comedy, the violence from Eddy's brother is far more dangerous. Eddy's brother is the first adult to enter into the kids' bubble, and he brings with him the horror and cruelty that lurk in the adult world.

Eddy's bro looks and acts like a drug dealer, so his folks probably kicked him out for something related to that.
Or they just got fed up with him making them look bad.
Because it was convenient for the writers. If he actually was a cool guy, it would've been harder to write an interesting outcome.
If he's an asshole, then they can pull a "gotcha!" on the audience and also resolve the story quickly & easily. It allows them to fully reveal Eddy's brother and finish the plot without the harder task of really developing him as a character.

this and since eddy is at least 7 years younger than his brother, you can imagine the two of them grew up differently. the big brother was a screw-up to the parents and was either kicked-out or ran from them, and while eddy idolized his brother, his brother resented him for either being annoying or having a better upbringing. eddy might also be the only person that the brother feels bigger than since hes such a failure, so beating eddy up gives him an ego boost.
