No the fuck he didn't. He was talking about Pō being the dragon warrior. Oogway could have easily taken five minutes out of his little visits to Shifu when Tai was around to tell him to maybe reign it in a bit. The fucker was just too high on his cosmic bullshit to bother trying.
Tai Lung wasn't part of the turtle's masterplan. The turtle knew about the peacock and his destiny. He knew about the panda's chi abilities and probably saw Po in the village. It's a decent story if you fill in some of the blanks.

Since he had the proper reaction to the scroll being empty, yes. The point wasn't about training, it was about having the maturity to handle the power and responsibility properly. If Tai Lung was as good a person as these threads claim, he would not have gone berserk when denied in the first place and meditated on why he wasn't worthy. Then take the steps to earn it. I admit where his teacher fucked up was not preparing him better for disappointment, but the rest was on him.

The dragon warrior was a pawn, the senseis were the ones who controlled everything. He was an elaborate show pony created for propaganda, he never had any true power, its only through the unreliable narration of the storyteller that po is somehow 'deserving' of the title.
Oogway was as much responsible for the problem as shifu was.

While the "no emotional support" system was definitely something he thought of when he believed getting close to Tai was the issue, having the other 4 was clearly meant to encourage competition but Shifu was sure Tigress would succeed.

The first show had a dragon-like demon. The second, current series had an actual dragon, but for most of the first season, was stuck as a ghost possessing a vulture until the last couple of episodes.
Then why draw out the chase into the town and risk the citizens. Po knew the scroll was blank and still decided to play keep away long enough to destroy at least a few homes.
Tai Lung killed multiple guards at the prison, but he was wrongfully imprisoned so there is that. At least the third movie confirmed the existence of an afterlife that the finger hold sends you directly to.

Given how much Po knew about kung fu history despite never stepping foot inside of the temple, it's reasonable. Especially since Shifu is an important dude and Tai Lung was basically his son.
