When the fuck are we getting Casey? This episode pissed me off because the summary implied we'd finally see him. Instead I got some dumb shit about a paper soldier. And apparently it can act with free will and has powers. For fucks sake the skeleton man in the last episode has a better backstory than April at this point. Speaking of disappointments, the introduction of Shredder better tone down some of the goofy shit in this series. If the turtles' most threatening and iconic villain can't be taken seriously I'm dropping.

First two season was serious, but yet still goofy. The first 22 episodes remains as the best animated TMNT ever.
After that everything was goofy episodic fun, sometimes too campy for modern tastes.
Season 7 & 8 is too edgy for be taken seriously.

It wasn't, it was the closest to the comics and had more like BTAS feel to it.

It feels like he had another appearance before this episode. It never felt like Leo was close enough to him to the point that he would ask him for help.

The turtles look more different from each other than ever before in their history. And yet, these versions have the least individuality so far. They all like Jupiter Jim, they all like skateboarding, they all get along all of the time. (Even when Donnie was mad at Mikey for stealing his stuff he got over it immediately) It pisses me off that the only things separating them seem to be their shallow skin-deep trademarks like "meathead" and "nerd". I want to see Leo being the most reflective. I want to see Raph arguing for drastic measures. I want Mikey pissing Raph off with banter. But they lack the deeper motivations I was hoping they'd at least hint at by the end of the season.

I dunno, I think it makes sense for siblings who grew up together and don't interact with many other people to have things they like in common. Hell, I got into a lot of nerd shit because my brother was the one to rec them to me.

And it is only the first season. The other shows also took a while to really delve into stuff other than their descriptions in the theme song, but we've seen bits of it here and there. As far as individuality goes, they've shown Leo is the more perceptive one who considers things that the others overlook, Raph is the most passionate about crime fighting and being a hero, Donnie wants his skills to be recognized. Mikey I'll say has gotten the least focus so far but he's shown a much broader range of emotion compared to other S1 Mikeys? We see him get legitimately mad about not being taken seriously and wanting more independence

Siblings can be similar but even twins tend to be vastly different under the surface. What Rise is failing to do is go below that surface. All the things you described are still weak characterizations and they overlap a fuckton. They all claim they wanna be heroes. Donnie and Leo are both attentionwhores looking for validation. Characters develop depth when faced with conflict. Hard decisions and the way they handle struggles tells us the most about someone. This show has yet to take anything seriously enough for that. With the way things look I'm starting to doubt Rise will have anything of substance to offer. It's a shame too, because I defended the shit out of this show on Yea Forums when it first aired.
I hope you're right that things will pick up in later seasons. I keep getting my hopes up with every new episode that it will explore something reflective about the turtles but I keep getting no-consequences bullshit that reminds me of the worst episodes of Svtfoe. And that show runs on pure shipping at this point. The tiny chunks of story in the half hour episodes are the only thing keeping me around right now.

The dip in quality happened when the series went from syndication to being on CBS starting with season 3. Don't know if the writers were told to dumb the show down more than it already was or not but the difference was very noticeable.

Rise is a pretty good show, but most people just see the character designs and check out. Nearly all of the hate the show gets comes from the way the turtles look.

Not the first two anons, but I agree with how it should take a few things more seriously. The way I could see this working out is higher stakes ala Teen titans 03', where the stakes are higher, More lethal villains emerge and we get a backstory for Shredder that's not a "Modern Major General" sing-a-long. They can still be goofy and silly at times, and keep their personalities, but save it more for when they aren't fighting.

Also, is it so weird that siblings can like the same things and have different views on the same things? Hell, we all know they love pizza, so why not share more in common? Also we know in this version none of the others are big on science like Donnie, none are big on emotions and cooking like Mikey. They're still their own person or character, just with differences not seen from the past iterations.
