As long as J'onn's costume in a product of his being able to shapeshift, I always liked the idea of it being something simple that requires next to no effort to manifest, that also has the appearance of a uniform shared by all Manhunters of Mars. Does it sacrifice the flair of the pirate boots and cape? I will absolutely admit it, but I also think J'onn is a character whose entire premise shouldn't be constrained by the design choices of the era of his creation. I think pirate boots and capes were a thing that don't thematically fit what he was. I think pretending to be human is a thing he only needs to do until he is made a member of the League, and supported by the rest of the League that he doesn't need to pretend to be something he isn't.
