So far all I'm getting from it is "generic 2000s comedy adventure cartoon". The pacing is rushed and they handle the plot points by the numbers without any real intimacy and atmosphere. They outright skip/rush any emotional parts in favor of comedy.

Not really. It's pretty much a blur to me.

I love the art style and some of the voice acting, mostly from Salem. Can't say I'm too thrilled by the obvious comedy slice of life direction, but at least it's an improvement over sitcom.

Her name is fucked up. I don't know why but I find her human design very meh compared to the cat. Must be the shitty attire she's wearing in her human appearances.

Like most 2000s cartoons of that era it had a level of quality, but unfortunately it couldn't exceed some boundaries because otherwise the writers wouldn't be capable of writing over 130 episodes.
Tutenstein was also a good show but with similar problems.

So the first series featured her fat great-uncle Quigley who did the most work taking care of her since her aunts are overgrown children mostly concerned with playing around and her divorced parents seem to have abandoned her to him...

...but in the second series Quigley is nowhere to be seen and the aunts are now dressed like suburban moms (especially surprising for the slutty one) and are the ones doing parent-ish stuff for Sabrina like washing magical cum out of her hair.

Sabrina is kind of a brat but I feel kind of sorry for her when it seems like her parents have ditched her (probably not intentional storytelling) and the only real adult to care about her apparently dies (ditto).

and her dad visits once with a new girlfriend in tow, making Sabrina jealous. The moral of the episode is supposed to be for Sabrina to grow up a little and let her dad have his own life but since he's only in the one episode it makes it seem like she rarely gets to see him so contrarily I'm on her side when it comes to being excited to see him and resentful he brought a woman along.

I imagine they decided not to include the parents as regular characters because it was more convenient to write stories when they aren't around but by including each of them once it highlights that they're not around and makes them look neglectful, something that wouldn't have been a problem if they were never mentioned at all.

His VA is the same guy from the live-action show, so you know that's good.

I probably watched it more than the Melissa Joan Heart series.

It was, OK.

It's like The Real Ghostbusters or Godzilla: The Animated Series. Even as a kid I knew that this was a sanitized/ watered down kid friendly version of a show/movie aimed at people older than me.

I'm not the only one who thinks there's some romantic tension between them, am I?

It's from 2003 which is a bit late for what appears to be a cel-animated show, but it's a kind of cheap-looking one.

Sabrina is 14 and moodier than she was in the first series, which I suppose makes sense although she's even less likable because of it.

Chloe was replace by a different girl who didn't know Sabrina was a witch and didn't have much personality.

Gem was replaced by another witch-girl who, like Gem, hated Sabrina and liked to wind her up whenever she could and also competed with her for Harvey's attention, but unlike Gem she wasn't 100% obnoxious and was better at Sabrina at magic because she was a more diligent student.

A few episodes involve her having to help fix messes Sabrina has gotten herself into and they start to kind of become friends.

Fun Fact: the new antagonist girl is a recolored and re-costumed background character from the first series because the second series is kind of shoe-string.

Her black friend is just a recolor of another background character without even changing the costume.
