A teaser in the first issue of Justice League of America had Destiny call Killer Frost his sister. A subplot of the book is that Frost's powers are inexplicable and don't originate from anywhere. Near the end of the book it's revealed that she is the archetypal Snow Queen and the sister of The Queen of Fables, but you don't see Destiny's garden. There's rumors that there was some idea for a Sandman tie in that got vetoed between the first issue and the reveal.
Anyway "Killer Frost is an Endless" became a meme for a while
