The Simpsons were supposed to be pathetic and below average ("simps") except for Lisa who was bright but stifled by her surroundings (this was long before she was an insufferable cunt). Tonally, in terms of the old joke being played completely straight, this reminds me of a fan comic I saw once of Bart and Chris from Family Guy as adults in couple's therapy. They talk about how their abusive dads and toxic home lives fucked them up royally, but agree to try and do better. It was pretty bizarre; you keep waiting for the punchline, but it never comes. The whole thing is completely serious, but somehow touching. And in the end the therapist is a grown up Bobby Hill, who calls up Hank to thank him for being a loving father.

I kind of interpreted that as the "punchline". Not in that it was supposed to be funny, but that it was emotionally satisfying. Spending most of comic comparing and contrasting the effects Peter Griffin and Homer Simpson had on their sons, before reminding us of Hank Hill and leaving us to think about his effect on Bobby and how it contrasts with both of the previous fathers.
