Neo Cortex - Cortex wouldn't last a minute. He's capable of dimesional travel and creating reality warpers and yet he doesn't use them at all. Imagine him hanging with low level villains

Nefarious - Guy nearly reset time and turned everyone into robots, he pimped slap a demonic ghost and nearly destroyed a galaxy.

Wily - Wily on paper isn't threating but he never quits. Ever. What would start as a low levwl threat would escalate into God tier insanity with an army of Zeros. How terrifying

Eggman - his army is mostly useless but he's capable of controlling a time god and his archie version as his animal army so i'd guess mid to high level threat

Eggman is weird. His actual robots are trash but he's surprisingly clever and most people join him because they genuinely fear him. He's also done some crazy shit like blow up the fucking moon and release an angry god to the world.

I can see him start of and introduced as low level character with a midway twist of him playing the others in 4-D chess.

Eggman is miles ahead of Wily as far as raw military power goes. He can manufacture armies of robots on a worldwide scale, fleets of battleships and owns several space stations.

Wily is more of a programming genius, with most of his robots being either stolen or repurposed from public service.
