Billy might have had an initial advantage, but Supes became far more preposterous eventually than Cap could ever hope for.

It depends entirely on the writer.
For instance, there was a crossover once where Superman went to Gemworld, and was utterly fucked because magic was working on him like kryptonite. So one of the wizards used magic to there turn him into a normal human who wasn't weak to magic, then faked him having his powers again using magic.
Anyway it was an extremely stupid crossover and they should've sent Billy instead.
