If they ever make it to the screens, it should be the classic "villains pretending to be heroes" approach, with Zemo, Songbird, Moonstone, Beetle, Atlas and Fixer.

If anything, they could add Bucky like in the recent run, to act as a link with the rest of the MCU.

I mean granted, he's ex special-forces and can build bombs and EMP devices, knows how to disguise himself, and decrypt leaked SHIELD files, but on the other hand, he has no superpowers, no super-suit or super materials, and no gimmicky weapon. It was kind of refreshing in a way to see and ordinary person someone who was just skilled and smart have such a profound effect on superhumans.

But he is the man who broke the Avengers in a world with more avengers. A man who got put in a cage and wants nothing but revenge. A madman. A villain.
That's why he dons a mask. He is not a man but an idea. Destruction of the Avengers.

Civil War was great, even better than Infinity War. I'm still blown away by the fact they turned a universally-hated comic event into a good movie.

I've said before it's actually very simple.

Have Zemo steal one and use it more practically, it's already clear he's been digging through the files she released since then, so he'd know about SHIELD tech like that, then he could be explained as using it to impersonate Bucky and the doctor, then it can glitch to default purple when Steve and Sam confront him, which would make for a unique inversion of a face reveal.

From there he can just use its camo feature sparingly to get through airport security and fool the Hydra base's facial recognition software or whatever. Plus, this way the MCU can explain that face camo tech Widow used as being discontinued when Stark builds some wireless shutdown signal to fry it whenever someone gets too close to any property with his security.

The alternative was actually much more dumb, Widow and Wanda are using really basic disguises in Lagos instead of wearing that mask she used just a bit ago, Zemo's make up skills are so clutch they fool everyone into thinking he's Bucky and he can also walk around and just not be stopped by security who apparently haven't been briefed on what the one guy cleared to interrogate a high security threat looks like, and when super spy Widow and everyone have to go undercover it's hair dye and beards instead of that mask again. Why exactly? Don't worry about it.

True, but he could take it off for moments when he's listening to the voice message, speaking to Cap and Tony or about to shoot himself.

To be honest i would love to see him wearing a ski mask in the last scene of the movie, taking place in a cold-ass Syberia. Would be a nice nod to the comicbook fans and an actually good way to implement the classic Zemo mask.

I kind of want Zemo to reappear as full-blown Baron Zemo with no explanation at all. Just for the shock value of it. You could use Black Widow for the scene where it happens. Maybe she's infiltrating a fancy party, trying to close in on a target, when suddenly she hears "Privet, Ms. Romanov," to her left, and suddenly there's Zemo in black tie sipping a martini and smirking at her.
