Sometimes there's speculation that Giancarlo Volpe as an episode director in S2 may have been keeping the show together better than the later stuff turned out, since he left during the production of Battle for Mewni, but there's no actual proof for or against him specifically having that much influence.

And that the Mewni characters would be an interesting supporting cast (the Earth supporting cast having been the weakest part of seasons 1-2). But instead we have stuff Tom getting an expanded role and the show during literally nothing with the fact that he's the PRINCE OF HELL, instead just making him a generic submissive boyfriend to Star. All in an attempt to create a role-reversal of the love triangle from season 2. And the longer the show has gone the more true that has become. Only designated "big relationship episodes" get to have any movement in any of the characters' relationships. Everything gets stuck in stasis in the intervening episodes (and the side character love interests mostly don't even show up), no matter how little sense it makes for the characters to ignore what just happened.
It should actually make SOMEWHAT more sense post-Curse, due to the placebo of effect of "removing the curse has to remove the romantic feelings". But the way the characters started out season 4 as if the emotions they'd gone through in Booth Buddies, Divide and Conquer never happened was just bullshit. Likewise the way season 3 had them acting the same way about Starcrushed and Battle for Mewni.
The show wasn't so bad about this back in late season 2. From Bon Bon through Starcrushed they made sure it was obvious that Star was struggling with her feelings rather than just literally not acknowledging them.

I honestly wonder whose call it was to give the characters periodic amnesia. You're right in it happening both in S3, and then again in S4. It honestly wouldn't have been that jarring if they had at least recognized that those are things that would cause a character to give pause at a key moment.
Maybe with some apprehension before responding to the character affecting their feelings. Perhaps the director instructing the voice actors to add in some hesitation or trepidation into the delivery of some telling dialogue between the characters. Hell, even a sudden screen-flash to cue the audience remembering a key plot point affecting the response has been a heavy handed utilization used in the past
But to just go complete radio silence after these kinds of major events is disingenuous to your audience, at the very least.

I mean when it comes to stuff like Star's relationship with Tom, it's one thing. They can put them in relationship stasis by simply not having Tom show up. It's still a frustrating way to keep a zombie relationship going past the point where it should've ended, though. (Especially since it was a bad writing choice to have that relationship even begin.)
When it comes to Star and Marco on the other hand, these are characters who are interacting in like 90% of the episodes. It's infuriating how the show keeps having them go through "big emotional moments" that are surely going to shake up their relationship and they couldn't possibly ignore it. Then in the next episode, they ignore it.

There are two main plots, both linked to trust.
1- Eclipsa is the new Queen and is slowly trying for things to be more fair, but as she is mixing monsters and mewmans that makes her really unpopular with the latest group. Star is trying to make the mewmans trust her but constantly fails and Eclipsa has to deal with the outcome later.
2- Globgor.
Eclipsa wants him to be free but understands the kingdom go first and keeps him in the crystal though this makes her suffer.
Star is afraid Eclipsa will release him if given the chance so she hides the old book of spells from her. So Star is trying to make others trust Eclipsa while she doesn't trust her herself.
Extra plot: Glossaryck hinted that Star visiting the Realm of magic twice will have horrible consequences.

No but seriously I guess it would be about Eclipsa's struggles in ruling Mewni and the mystery of Globgor/Star, her family's, and Mewni's adjustment to this/OMG WILL STARCO HAPPEN (yes). I'm sure there will also be some twist like you said, either with Globgor or the Realm of Magic or both, though the episode titles don't seem to leave much room for huge events.
It really does just feel like some extended fanfic version of what happened after S3, in that most of it is almost throwaway fluff and trying to make Eclipsa seem appealing. Star has very little to do in her own show now and it actually kind of depresses me if I think about it.
I didn't feel like S3 after Battle for Mewni felt like it had much of a theme either until around Monster Bash or so, so I guess Cornonation might be when they actually try to make things dramatic.

Eclipsa could perfectly be running the kingdom off-panel while Star goes on wacky adventures with her friends. You can perfectly establish that mewmans are slowly accepting change and that's it.
