They're actually tied as to who get to be older and who gets to be a child.
They were roughly the same age in Fawcett and as the decades went on they both became teens. Read the old 70's Shazam! series by DC after they bought Fawcett out. Earth-S Billy had dates to malt shops and Mary lusted after Superman.
They were both also teenagers in New Earth continuity, though some New Earth material depicted Billy as a child like First Thunder.
The only time Mary has been older than Billy is with current Nu continuity and with the movie. Billy was older than Mary once--in Jeff Smith's Monster Society of Evil and the pseudo-followup series it had. They were both kids in it but Bill was slightly older, like 8 compared to 5.

2. A secret identity of significance beyond a disguise.

It's the costume she wore during Countdown given to her by Black adam after he "fixed" her powers(she lost them as a delayed side effect of the rock of eternity blowing up) and was being corrupted to evil by Eclipso-Jean Loring and Darkseid.

The real problem with the Final crisis design is the decision to have her hair shaved bald except for the pigtails which kills it's attractiveness. Its subsequent appearance in JSA has her hair grown back slightly with a buzzcut look that I find just as unappealing.
Some of the fanart her in that costume actually makes it look better by having her seem to have her normal her with normal hair under head straps, just syled into pigtails(she's not bald and doesn't have buzzcut marks), which does do nice job of selling the corrupted cute look

Shiera wouldn't put on the costume until the end of 1941, in Flash comics #24, which technically stills puts her ahead of Wonder Woman by a nose. But she also only appeared as hawkgirl in about a third of the adventures and never had a titled feature, which for most qualifies her as a partner/supporting character rather than the featured superheroine, like Wonder Woman or The Woman in Red who vie for the title of first. One bit of trivia, Shiera's first time in the costume she was referred to as Hawkwoman, this would be changed next issue to Hawkgirl, likely because its shorter.

Beyond the design issues that most fan artists fix, the FC costume was too obviously fetishistic. The Countdown costume managed to avoid that, despite roughly being a latex cheerleader outfit.

FC Mary is a pretty textbook example of "could have been great" costume designs in comics. There is an actual reason for why her FC design looks that way, but it's not a very good reason and the Countdown/FC era was a complete shitshow for the Marvels in general.
