Because the show is an in-universe cartoon that the toys watch, and nobody in the Toy Story world watches cowboy shows anymore.

wonder what a competent action figure of Mira Nova would look like,
Buzz already has a toy figure
the other guys have designs that are better suited to being "action figures that are playable" and which replicate the look of the characters in the show half-decently, but with Mira I think any toy version of her would look really off or be lacking in articulation compared to the rest

I just rewatched the movie not too long ago after having completely forgotten everything about it... it was surprisingly good. Still have to watch the series but I'm looking forward to it.
