I tried getting into shoujo for the romance fluff, but every single one I read had some weird/disgusting pedo romance between a school girl and either her teacher or her 30 something uncle. Furuba, Gakuen Alice, Kodocha, Yona of the Dawn, etcetc. Even one of my favorites, Penguin Brothers, had that shit. So I've gone back to just reading western webcomics instead.

The burgeoning romance comic market was snuffed out by the comics code so any women who would have liked a steamy romance comic only had romance books as an alternative. Romance novels now still make brisk business and sell well but they exist alongside a market of fan goods and original stories disseminated across platforms like AO3 and Wattpad. These are women and girls who are already used to consuming eroticized content in novel form because that is what the paper book business sells. They're not used to consuming smutty comics by comparison and are less incentivized to make their own.

Regardless at the end of the day its a lot easier and faster to write your own smutty fanfic stories than it is to make a comic. Comics take a long time to make, the female market isn't accustomed to it, and most don't have the skills to make something good. Japan has much better art education in lower grade levels than in the US and thus are often better skilled at younger ages than their American counterparts. When people say there aren't smut comics for women because women won't pay for smut that's untrue, smutty romance novels are best sellers and people totally pay for smutty fanfiction. I'm less confident in saying that women will pay to support female pornographic comic creators because it takes more time to create less content and the audience might be overly used to the 'value' of novel formats.

I've read through some older m/f romance novels too (I have a lot of free time at work) and they're really not that bad or as monolithic as people portray them as.
