Gonna put my 2 cents in and say that I like this concept the most when it's just Billy awkwardly trying to balance his life as Billy and her life as a hero, I also prefer if he's still himself in mind when transformed into Captain/Miss Marvel (I personally prefer her being Miss Marvel because I like the costume more and how it accentuates her femininity, it also leaves Mary free to be the Captain), I think that if Billy is under some sort of otherworldly influence that makes him act different kinda misses the point imo, I prefer when it's just Billy trying hard to keep it together as Marvel, you can still have regular Billy acting more girly himself but as something natural for being transformed for long periods of time rather than some kind of mind control or body modification, he already turns into a girl to be a hero, I don't see the need to have him change permanently, him constantly changing back and forth is part of the appeal to me.
I also plainly don't like it if it's about Billy becoming gay or a slut just for the sake of it, I know this is Yea Forums but still, there's a lot that can be done with this besides just lewd stuff, even if the concept itself is a fetish, everything is a fetish.

I've been thinking about the Mr Mind Mystique amalgam actually evolving into the Annihilus form just as a nod to the 52 horror form post Skeets. Then this can work as a multifaceted blend to keep it fresh.
Also, in the same vein, why not use Black Adam Moonstone in the Rogue arc as well? In the return Black Moonstone could rampage after siphoning a portion of Cap's powers early on in Billy's tenure--maybe arc 2 or 3. This eventually leading to the greater Marvel Family to be created and Billy needing to grow into the role more following the depowering. Freddie takes lead while Billy is out
