That's not terribly controversial, but they really aren't aiming to be the same thing. BtAS is a showcase for Batman's rogues gallery. BatB is a showcase for lesser-known to obscure DC heroes and non-Batman villains.

The difference in Spider-Man and Spider-Man 2 is that Dafoe is a brilliant casting as Osborn/Green Goblin, but the movie's Goblin is visually mediocre.
Molina's performance as Octavius is nothing special, but visually he's a good Doctor Octopus, and the supporting visual effects are brilliant.
Tobey Maguire and Kirsten Dunst are mediocre in either, while the supporting cast is absolutely great.

Further, Tom Holland and Jacob Batalon are better than Maguire/Dunst, and their supporting cast is also solid, but not on the level of the supporting cast of Spider-Man 1/2 (J.K Simmons, Rosemary Harris, Cliff Robertson, ect).
Michael Keaton is absolutely as good a performance as Dafoe's, and as visually exciting as Doctor Octopus, his Vulture is the Superior Spider-Man villain.
The villains in Amazing Spider-Man are expensive-looking rubbish. Emma Stone is hot and appealing, but the rest of the cast is a waste of money.
