I'm a dirty dirty slut for the angular Motorcity/Gorillaz art style. Considering I expected the animation to look like Johnny Test when it first announced, it really went beyond my expectations. That being said, the writing sucks. What little there is of a plot so far is moving at a snail's pace and I hope they're just using the first season to establish an audience before getting into more storyline.

I don't think the problem is in particular with Western budget but animation budget as in general. Animes have better management of budget and knowledge of making limited to barely any animation while still looking decent.

The majority of Jojo´s Bizarre Adventure episodes have still characters with limited movements, with their lips being the most animated thing in the episode. Even in certain action scenes, the movements are done in pose and they barely move.

That's the way modern business suits do their thing. Korra got 3 seasons by sheer default even though a LOT of people hated Season 1. And Star Vs was another example of getting seasons automatically given despite the decrease of quality (and if you ask me this show was garbage since Season 1). Also Ducktales Reboot also got multiple seasons confirmed before premiere with a total of 3 seasons guaranteed. Guess Disney really thinks that people like New Webby and now Della the irresponsible mother cunt.

Anyway, getting multiple seasons is not a sign of quality. It's just how business is done nowadays it's standard procedure.

Standard sakuga type anime animation is only really impressive to people who don't know much about animation. It uses a lot of clever cheats to make it look like the animators did more work than they did. There's bountiful use of rotoscoping, tracebacks, perspective cheats, ect.
