Funimation wanted to use a catch all term because there was one in the Japanese terminology and "artificial/modified human" is a mouthful.
17 and 18 are humans with proper (at least for Dragon Ball standards) names, who got modified. Not built-from-the-ground up robots. Stop being fucking stupid about this.
the problem is, some of the artificial humans from Gero are proper androids, like #16 and #19

Nah, Androids 17 and 18 would pretty much hang out with Rodney. They'd mess around at first, but then form a genuine bond with them. The Androids are more about having fun than destorying things for shits and giggles. The question is will Rodney have the balls to fight Imperfect Cell to a stand still?
