I'm genuinly suprised that after this long of time of Jon and Liz being together the story hasn't pushed forward of them getting married and having a kid. This seems like it would be easy writing for years to come as you could write a plethora of new jokes based around Garfield and a marriage, pregnant woman, and baby - teenager.
I never understood this arc as a kid.

No. Only the 90's strips were unchanging and static. That was the era of non-stop recycled jokes with very little happening within the universe. During the 80's Garfield did stuff like join the circus, go on adventures, and meet relatives in his family. During the 90's, they occasionally made a trip to visit Jon's parents, and either go to the beach or go camping every now and then.
The 90's were somewhat of a response to fan reaction to some of the more experimental things in the 80's, made bland on purpose. Seriously, take a look at Garfield's Nine Lives sometime. Compare that to the 90's strips. Eventually Davis figured out Garfield had become well known as the newspaper comic that everyone knew but no one laughed at, and changes began in the early 2000's. Jon got a cell phone, Liz agreed to date him without being tricked into it, Liz became less of a supporting cast member and more main cast. Oddly Arlene still seems to be mostly unused these days.
Arlene does still show up, though. At least 16 appearances in 2018 going by the official site's search engine.
I think it was also partly because of the movie placing Jon and Liz in a relationship.
