I doubt most guests consider it to be "Disney" proper and would raise enough of a outcry to matter. Also, the "secret passage" between Futureland and Toon Town is always lined with smokers. There are always smokers all over the Disney World parks, you just have to go to the out of the way places to find them.

It's hot/humid as a motherfucker in Tenessee during the Summer (got up to the 110s at one point) and there's not a whole lot of attractions. Pigeon Forge has some ok stuff though if you do end up going, just don't expect Dollywood to be the crown jewel of the visit.
