It's a closed time loop. Wally in the past is gonna try use speed force shenanigans to try bring his family back, and is gonna get everyone at Sanctuary killed accidentally, in the mean time he will briefly jump to the future, where he'll see himself and Ivy with his future self saying he was about to die. While grieving over Roy's body, he's gonna be whacked over the head by Harley, which past Booster will see and assume that Harley is the killer.

When both leave, Wally wakes up and sees what has happened and goes in to hiding. He spends the following five days gathering the remaining energy necessary to jump back in time, but not before bringing Ivy back, partly out of guilt, and partly to maintain the time loop. At this point, he'll jump back in time and go to Roy's body and continue mourning him. At this point, Booster will come in and kill Wally, Harley will walk in on this and assume that Booster is the killer.

Meanwhile, Harley and Booster, both wanting to clear their name, will go back in time to the day of the massacre and try to stop it, only to get split up. Future Harley will spot past Wally and try to kill him, only stopping short when past Booster shows up and she realizes what she's done. Future Booster will walk in on future Wally, and shoot and kill him, which past Harley will witness. Both will go back to the future to explain everything to the League, only to find that Ivy has already explained everything to them and that they've been cleared of everything, with Wally's death basically being considered a suicide by cop.

Never liked time travel stories. Contrived, convoluted, and ultimately, causes either retcons or ridiculously heavy consequences for the shock value, which will also most likely be retconned again in the future.

Apparently Wally and Barry somehow caused the Speed Force to disconnect from Hypertime, which means speedsters can no longer use the Speed Force to time travel.
