The concept of UI isn't exactly power level or raw power, even if Super fucked up and made it another power up transformation. Perhaps Batman can archive but I don't think so because he doesn't seems to use ki techniques or any kind of spiritual move.

Pretty sure Batman is supposed to represent the peak of Humanity, that is, how theoretically strong, Intelligent and adept a Human can get without the use of outside Powers, ala Magic, Mutations, Psychic Powers, Ki/Chi etc. Since UI requires Ki to work I don't think Batman could Master it.
