I guess they were trying to go for the absurdity in making SpongeBob lecturing not the giant roaring monstrosity but the helpless Gary instead. It's one thing for a character to completely miss the point of what's happening for comedic effect but it's another when the normally competent character suddenly loses his basic cognitive functions just so that the joke can work.
