Him being a mutant is tertiary to his character (what is even his power, just generic strength?) His main powers come from magic, actually, being chosen as an avatar of a god that allows him to crush any obstacle on his way.

Inhumans kind of are. The Kree took humans - and, IIRC, Eternal and Deviant DNA - and fiddled with it to get superior humans who could change form and gain superpowers when exposed to Terrigen.

But all the people who 'just get powers' all ultimately get their powers because all humans have the potential to develop them. The WAY in which their powers are triggered sometimes affect the nature of the powers.

And that potential was given to them by the Celestials. Shrug.

I thought something what could be considered a mutation occurred in Warlock which was the reasoning for his ability to think differently then the rest of his race.

No, they didn't make the x gene, they just gave humans the potential to develop it and other sources of power, Cain Marko has the x gene, but it never activated, unlike mutants that do have powers.
The best comparison I can make is like if somebody goes through puberty, but they missed something, like a girl not ovulating even though just about everything else happened normally. Not the best explanation, I know, but that's all I can put into words.
