There was a guy with a very similar power set back in one of the old FF runs. He was a soldier who had been unintentionally given powers from the cold war A bomb tests and was able to unknowingly warp reality. He uses up all his power to save the world after the FF screw up.

Doctor Destiny would be my choice for scariest DC supervillain. Like Good Old Jim he a reality warper - not as powerful but still powerful enough to fight the entire JL alone.
