It's kind of great that DC have so many older shows and movies that they can and do do callbacks and cameos like this.
They had the original radio voice-actor for Jimmy Olsen in Superman Returns(briefly, his lines were sadly cut), put all the Superman movie cast they could into Smallville, made Dean Cain and Helen Slater play Kara and Alex's mum on Supergirl.
The legacy thing matters to them.

I like to think that in about twenty-thirty years time they'll have a Marvel TV show and suddenly Robert Downey Junior will just rock up playing the villain. Because for Marvel the only real legacy thing they engage in is sticking Stan in cameos.

The idea is that by permitting small scale bigotry, we make way for monsters that will take advantage of small scale bigots. Ben Lockwood built an army of anti-alien sycophants who will absolutely march for someone that wages all out war on ‘alien invaders.’
