I don't think he would. all of the things goku gained access to judged him based on the purity of his heart, but the hammer explicity asks for ones that are WORTHY, which (in my mind) reads as judgement of your moral compass as well, and Goku's moral compass favors a quality fight rather than any greater good.

Worthiness and being "pure of heart" (which is more based on eastern principles of being detached from negative things/desires and even that feels iffy for Goku after he becomes SuperSaiyan and fucks up in the Cell saga) are two separate ideas that do not confer one upon the other. Kids can ride that cloud of Goku's more often than not, but innocent beings cannot pick up the Hammer willy nilly.

Future Trunks and post Cell-Games Gohan, on the other hand, feel like truly worthy wielders.

I don't have time to go over this with *every* Kamen Rider (and the crossover movies aren't truly canon most of the time) but off the top of my head... The original Double Riders, V3, X, Black/Black RX, Kuuga, Fourze and *maybe* Wizard are probable contenders. You're more likely to find Showa Era Riders who qualify opposed to Heisei ones.

in eastern philosophy its more about being detatched from wordly concerns altogether and pursuing an aesthetic life, and even Gautama Bhudda himself said that it required undoing all your expectations on being a responsible adult to instead occupy a much more child-like headspace. and Goku has consistently become more and more childlike in how he sees the world, caring less about good and evil and just pursuing what brings him joy.
I do agree on F Trunks and Gohan being worthy of Mjlnr though
