I like Mr. Warburton's character designs, that's probably my favorite thing about the show. I watched a lot of it within the last few years and still don't remember much, but it's not bad.
PA was pretty blatantly queer, what with the multiple episodes of her having a crush on either the eighth grade girl or her childhood girlfriend (though this being a 90s show, it was dressed up as "totally platonic admiration of a cool person"). Because 99-2004 was the era of slice of life shows. Each cartoon tried really hard to feature a character on a skateboard than anything adventurous.
They were also trying really hard to not be like any typical 80s show with monsters and swords.

Which is funny because being a filty Europoor, I remember the 90s being lush with either superhero cartoons made Japanese-Koreans, shows like Gargoyles and Bonkers, semi-euro cartoons like Lucky Luke and Asterix(there was this canadian produced Lucky Luke in the early 00s?), Power Rangers and other americanized toku and finally some 90s anime, like Montana Jones, DB and DBZ and cool shit like that so Pepper Ann really stuck out to me along with Recess. At least that's what played every weekend morning over here.
