Any bit from a well known Simpsons gag could have made it with the proper circumstances. "Memeability" comes from sheer chance and many unpredictable and fleeting factors. Anybody pretending to understand why some just snowball and become popular and some others feel forced and cringy every time is 100% full of shit.

A good meme is one that is easily translatable 2 an unprecedented variational copies

The whole scene has a lot of awkward writing and jump cuts that even the scene itself with no edits feels trippy. These awkward jump cut sections are great interludes to other jokes.

In reality most memes have a very limited number of creators and a large number of consumers. You just have to convince the creators something's worth while putting artistic time in creating. Technically anything with enough content can be a meme.
