Because they (the people who put together these trades, specific people inside their comp) are thinking differently and they believe its the best way to read comics as a book format.
The whole 2099 line wasn't that popular and still isn't even today's standards, so it would be a loss in terms of money to reprint the whole series. (1-1 TPB are available here and there, but thats it)

I could not find volumes 1 and 2 of "Girls" named "Conception" and "Emergence", libgen lists only French and Dutch edition but nithing in English. There is a rather bulky Omnibus edition, but no traces of the two first (of 4) volumes... Can anyone please shed some light?

There's also a Empire rip but with slightly less pages (presumably the bonus content at the back of the trade). You can find the Slayer version on Get Comic, just rename it to above.

Check eBay. I use a Alcatell one touch flip phone with a Net 10 Pay as you go plan that the minutes rollover on. I'm hard on phones, so I get them 2 at a time and when I activate them, Net10 always transfer the minutes. chances are soemone's hoarded a bunch of your phone's make/model.

SOU ripped some of the better earlier collections of mostly Bronze Age stuff, just check the archive or the bigger websites.
Sadly, there's no good collection of the back ups from the various series or even the Adventure Comics or other GA stuff, although given how well the movie did, you should expect they'll at least solicit something.

Because that page in the post you're responding to is the same background repeated 9 fucking times and the second panel repeats the same figure as the first ( with just the head and the top of her hair changed ... somehow the tips stay the same even with the change in position ).
Not that I'm defending the slowness of the other book, if you're working with someone who's doing painstaking detail work you really need to have most if not all of the stuff in the can before you pull the trigger and publish, but this looks like apples and oranges, senpai.
I'm mostly surprised that he's been able to stay on on a monthly. Mann must have had a lot of lead time for this book.

With Civil War II there were problems with scheduling, but despite the extra issue, Secret Empire came out on schedule. CWII is less justified when a lot of the issues were basically retelling the same Capitol scene with Miles killing Steve.
